Even during World War 2 it was important for women to put on makeup, and lipstick was actually categorized as a war necessity of the Allies. The authorities concluded that beauty was an important contribution to the morale of the population. Makeup could also be combined with the practical. In the UK you could get lipstick with built-in flashlight. Today the purpose is only to make a woman's lips attractive and maybe ready to be kissed.
